Only permit the use of shared and group accounts that meet {{ insert: param, ac-02.09_odp }}.
Requirement: Required if shared/group accounts are deployed. Parameter placeholders {{ insert: param, … }} reference FedRAMP-set values in the resolved profile. Full parameter map is
preserved in the catalog database.
